- COA Validation Tool: leave Chartfield 1 blank

If the COA is valid but not working in the Telecom Catalog, contact istbill@berkeley.edu
- The GL must have already had a transaction in the Telecom Catalog.
- If it hasn’t, the IST Billing team needs to do something
