Recharge rates for Telelcommunication Services can be found at this site: http://budget.berkeley.edu/information-services-technology-recharge-rates

In the case where calls are recharged (generally, international calls), these rules apply:

  1. Centrex:  You will not be charged for a call that is not connected (where the called party does not answer)
  2. PBX:  You will not be charged for a call that is not connected if you hang up within 250 seconds (a little more than 4 minutes).  If you let the phone ring for more than 4 minutes and then hang up, you will be recharged for that call as if the called party had answered.
  3. Centrex/PBX and International Mobile Terminated calls:  If you place an international call to a mobile phone, or the land-line automatically transfers to a mobile phone, you may incur charges even if the call is not answered.
