To Clear Chrome Cache:
Open Chrome and click on the three dots in the upper-right-hand corner of your screen.
Go to Settings > Privacy & Security > Delete browsing data
Click on the arrow to the right of "Delete browsing data".
Next under :
(1) More, choose "All time" to erase all of your cache (2) Make sure the boxes "Cookies and other site data" and "Cached images and files" are checked. You can remove your "Browsing history" and "Download history" as well if you like.
(3) When you are ready, click the blue button "Delete data".
Once the cache is cleared, go to the webpage you were trying to access and see if you can access it now.
Firefox and Edge should have similar options under Settings to clear cache.
