Yes. Azure subscriptions are restricted to West US 2 by default. You can request an exception at https://forms.gle/oiZ59fDpAvx4maoz8
The info you will need to provide includes:
Protection Level of the data
Details on why you need the exception
Name of your subscription or subscription ID
Name of a resource group
If granted, the exception will be applied to the resource group you provide in the form. Any resources you need outside of West US 2 will need to be placed in this resource group.
